The motion proposes an upgrade of the Polkadot Runtime to v9260 - Release notes, runtime changes and proposal hash can be found HERE. Feel free to use srtool yourself to check the proposal hash. On the runtime side, this upgrade executes some changes on referenda and conviction voting, update weights, allows Council to send XCMs, among other things.

If passed by the Council, this proposal should be voted by the Polkadot community and enacted after. Make sure to vote at your convenience!
