We&rsquo;re excited to continue building on the success of our 2024 programmes with Tranche 2 of our proposal, advancing the progress made in Phase 1.
Summary: Following the successful execution of the Educational Series and the completion of the ink! Bootcamp, we are now moving forward with the second tranche of funding. This phase focuses on transitioning participants from the bootcamp into the Polkadot Hackathon, where they can apply their skills in real-world projects and contribute to innovation within the Polkadot ecosystem.
Our Progress So Far: With the support of Tranche 1, we have achieved substantial milestones, including over 350 participants across our Educational Series and the successful completion of the ink! Bootcamp. These programmes have provided developers with essential technical skills, and we aim to build on this momentum by engaging them in hands-on building opportunities in the upcoming Polkadot Hackathon.
Tranche 2 Proposal: Tranche 2 funding will enable us to:
&mdash; Transition participants from the completed <a href="https://www.encode.club/encode-polkadot-summer2024-educate">Educational Series</a> and i<a href="https://www.encode.club/encode-polkadot-ink-summer2024-bootcamp">nk! Bootcamp</a> into the <a href="https://www.encode.club/encode-polkadot-autumn2024-hackathon">Polkadot Hackathon (scheduled for Q1 of 2025)</a>, allowing them to apply their skills to innovative projects. &mdash; Plan and execute the 4-week Polkadot Hackathon, which will serve as the core platform for developers to demonstrate their capabilities and drive new projects within the Polkadot ecosystem.
Requested Funds: We are requesting $385k, split into three tranches of $128,333 in USDC or USDT &mdash; First tranche: July 2024 (completed ✅) &mdash; Second tranche: November 2024 (now) &mdash; Final tranche: Q1 25

Looking Ahead: With Tranche 2, we will transition Polkadot Educate and ink! Bootcamp graduates into the Polkadot Hackathon, where they can apply their newly acquired skills to real-world projects. This next phase is essential for supporting developer growth and fostering innovation within the Polkadot ecosystem.

Propose and approve a spend of treasury funds.

## Dispatch Origin

Must be [`Config::SpendOrigin`] with the `Success` value being at least
`amount` of `asset_kind` in the native asset. The amount of `asset_kind` is converted
for assertion using the [`Config::BalanceConverter`].

## Details

Create an approved spend for transferring a specific `amount` of `asset_kind` to a
designated beneficiary. The spend must be claimed using the `payout` dispatchable within
the [`Config::PayoutPeriod`].

### Parameters
- `asset_kind`: An indicator of the specific asset class to be spent.
- `amount`: The amount to be transferred from the treasury to the `beneficiary`.
- `beneficiary`: The beneficiary of the spend.
- `valid_from`: The block number from which the spend can be claimed. It can refer to
  the past if the resulting spend has not yet expired according to the
  [`Config::PayoutPeriod`]. If `None`, the spend can be claimed immediately after
  approval.
