The submitter of [Proposal 8](https://polkadot.polkassembly.io/proposal/8) has requested the Council to cancel his proposal (aiming to increase the number of validators on the network to 259) claiming the submission was an error on his side.

We have gone through the process of verifying the user is indeed in control of the address: The [Remark call](https://polkascan.io/polkadot/transaction/0xea6bae8ef9f430e2a189968621fad64917afdeedc3c33e3f3097fd1a712f5242) with the same [GitHub username](https://github.com/zhouziyan) can be read on the call, executed this morning upon request. 

The submitter is aware of the consequences of the cancellation. **Motion 41** cancels proposal 8 as requested.
