After receiving the funds from the treasury proposal on the 1st of August, we have been finishing in-progress work and getting setup to commence development on this proposal. We're really excited to work on this and believe it will bring a massive improvement to the whole ecosystem.

We have put together a timeline approach for the development activities, to highlight the different stages and items that we will be working through to complete the proposal.

- 22nd Aug: Stage 1 commences - Inc design discovery, prototyping, user research, development & QA
- 19th Sep: Conclude User interviews and begin report writing
- 30th Sep: End of Stage 1. UX interview report & treasury status report delivered

- 3rd Oct: Stage 2 commences - Continue development, perform optimisations, QA
- 31st Oct: Begin deployment activities 
- 11th Nov: End of Stage 2 - Deployment completed & final treasury status report delivered.

Talisman CrossChain Tx History - Progress Updates

Currently, there are two testnets in the Polkadot ecosystem, both being paid for, serviced, and run by Parity: Westend, and Rococo. As a result of the decentralization of Parity, Rococo will be decommissioned in 2024 leaving a gap in Polkadot testnet offering. This gave us a chance to reimagine how a community run testnet would operate, who would maintain it, and what support would be available for new and existing developers building in Polkadot. 
&nbsp;
A dedicated group of ecosystem agents from Portico, Amforc, Dwellir, Paradox, R0GUE, StakePlus, and Zondax played a key role in the testnet's development, spending 2+ months of personal costs in late 2023, leading to its launch on December 22nd, 2023. Portico and R0GUE are made up of individuals from the Parity &ldquo;Delivery Services&rdquo; team who have had vast experience running Rococo over the last 2+ years.&nbsp; 
The new developer testnet, &lsquo;Paseo&rsquo; has subsequently launched in late 2023 and is seeking $846,300 from the treasury to operate and run for 1 year (Jan 2024 to Dec 2024). These funds will be managed via a bounty and paid to individuals quartlery in advance, over the 12-month funding period. 
This testnet is planned to receive updates just before Polkadot, rather than earlier than Kusama - conceptually making it more stable than Westend and closer to Polkadot in terms of code. It will allow new teams an easy environment to build and deploy, where the development environment of the testnet closely matches production (Polkadot). For dapp teams building on existing Parachains, these parachains can test and run their chains on Paseo, giving them greater confidence to deploy to Polkadot, offering greater stability to the dapp teams. Anyone can deploy here, not just parachain teams, opening up the ability for new builders and teams wanting to experiment with building their own appchain. 
This proposal outlines a bounty to manage the following:

Paseo - A new testnet for Polkadot

As many of you may know, at Polkadot Decoded this year (2024) Björn Wagner [teased the new Polkadot App](https://youtu.be/dvXDTfR_wy0?si=aDLM5BRP4KUUT4vM&t=763). This is a very exciting product which has been a long time in the making and plans to deliver an easy, beginner-friendly mobile wallet (and more) for newcomers to crypto and Polkadot. 
One of the strategic aims is for the product to be owned by the community and with the launch of the [Polkadot Community Foundation (PCF)](https://polkadot.polkassembly.io/treasury/820), we want to make this a reality.

This proposal seeks to gain community support for two key items:
1. The community acceptance for the PCF to own the IP and source code of the Polkadot App. 
This specifically means the source code (which will be open source post launch) of the Polkadot App. 
2. Funding ($50k) to pay Walkers for legal and administrative fees to sign up, publish and review updates to the Polkadot App over time. This includes signing the many legal agreements required (10+) to set up the Apple and Google stores and other 3rd party providers such as on/offramps, analytics tools and more. The PCF will also be required to administer these accounts to the maintainers (currently Parity/Novasama).

Paseo - Developer Testnet Funding

Thanks to everyone that voted in favour of the Paseo testnet bounty &mdash; we believe that having a decentralised, community run testnet is not only an important step for Polkadot, but it also sets a blueprint of how the community can lead initatives.
This proposal is not requesting any funds and is only to set the curators for the Paseo Testnet bounty. The curators were already listed in the proposal, but I have made a shorter version for review, specifically for voting on this proposal.&nbsp;
