The proposal aims to develop Polkadot Live, a desktop application aimed at enhancing the Polkadot user experience. It addresses current challenges such as the lack of proactive web apps and fragmented notification systems. Polkadot Live provides proactive notifications and quick responsive action calls, improving user engagement and interaction with the Polkadot ecosystem.
