The Statemint v800 runtime upgrade is relatively low impact, especially as teleports and asset creation are not enabled yet. However, this sets the stage for v900, in which I plan to propose lifting all restrictions on Statemint. The purpose of upgrading to v800 is to ensure that Statemint is on the same version as Westmint and Statemine such that testing the v900 w/r/t migrations is as similar as possible.

Schedule the currently externally-proposed majority-carries referendum to be tabled
immediately. If there is no externally-proposed referendum currently, or if there is one
but it is not a majority-carries referendum then it fails.

The dispatch of this call must be `FastTrackOrigin`.

- `proposal_hash`: The hash of the current external proposal.
- `voting_period`: The period that is allowed for voting on this proposal. Increased to
  `FastTrackVotingPeriod` if too low.
- `delay`: The number of block after voting has ended in approval and this should be
  enacted. This doesn't have a minimum amount.

Emits `Started`.

- There is an upgrade called Statemint v800 that is not very important right now.
- The upgrade is being done to make sure Statemint is the same as other programs for testing.
- There will be another upgrade called v900 that will remove restrictions on Statemint.
- The upgrade is being done to make testing easier.
- Teleports and asset creation are not enabled yet.
