This is a follow up to [Referendum 46](https://polkadot.polkassembly.io/referendum/46), which failed because Polkadot did not have a default XCM version set. This protection, that the Relay Chain will not dispatch messages without a minimum safe version, was put in place after a previous vulnerability. Since this is the first cross-chain interaction that Polkadot has had, the version was not initialized.

The batch of calls contains the same two calls as Referendum 46, with an additional call to set the default XCM version of Polkadot to 2.

Send a batch of dispatch calls.

May be called from any origin.

- `calls`: The calls to be dispatched from the same origin. The number of call must not
  exceed the constant: `batched_calls_limit` (available in constant metadata).

If origin is root then call are dispatch without checking origin filter. (This includes
bypassing `frame_system::Config::BaseCallFilter`).

This will return `Ok` in all circumstances. To determine the success of the batch, an
event is deposited. If a call failed and the batch was interrupted, then the
`BatchInterrupted` event is deposited, along with the number of successful calls made
and the error of the failed call. If all were successful, then the `BatchCompleted`
event is deposited.

- There was a problem with a previous referendum that failed because Polkadot didn't have a default XCM version set.
- The Relay Chain now has a protection in place to not send messages without a safe version.
- This is the first time Polkadot is interacting with other chains, so the version wasn't set.
- A new referendum is being proposed to set the default XCM version of Polkadot to 2.
