The proposal will upgrade the nomination limits such that more people can start nominating. Note that this is a time-sensitive action, because currently existing nominators cannot change their intentions. [This pull request](https://github.com/paritytech/substrate/pull/9193) will change this logic, so that those who are already a nominator will not be affected by any limit, and **will be placed in the next Polkadot  runtime upgrade**.

The new limits increase the nominator capacity by `2500` (making it `22500` in total), and increase the the stake threshold to `40DOTs`. It is intended that these numbers would keep the current count of nominators (all of whom must have 40 or more DOTs) below the new count limit (`22500`) **until the next runtime upgrade**: If an influx of nominators is observed over a very short period of time, the stake limit might need to be increased again proportionally to keep the staking system stable.

 * `min_nominator_bond`: The minimum active bond needed to be a nominator.
 * `min_validator_bond`: The minimum active bond needed to be a validator.
 * `max_nominator_count`: The max number of users who can be a nominator at once.
   When set to `None`, no limit is enforced.
 * `max_validator_count`: The max number of users who can be a validator at once.
   When set to `None`, no limit is enforced.

 Origin must be Root to call this function.

 NOTE: Existing nominators and validators will not be affected by this update.
 to kick people under the new limits, `chill_other` should be called.

1. This proposal will upgrade the nomination limit and the stake threshold, increasing it from `17500` to `22500` and from `30DOTs` to `40DOTs` respectively. 
2. Those who already have a nomination will not be effected by the new limits, but will still be able to nominate until the next runtime upgrade.
3. If an influx of nominators is observed over a short period of time, the stake limit might need to be increased proportionally to keep the staking system stable.
