Overview

This is a retroactive proposal for creating and publishing educational materials around the state of OpenGov, leading discussions, and introducing how to advance it. Polkadot OpenGov is fairly young and ecosystem participants need more experience in open and collective governance. Our material has contributed to onboarding users into the OpenGov mindset and exposed participants to more structured theories around OpenGov.

Educational Content

We published two educational OpenGov videos of 34 minutes each.

  1. Coalitions and Opposition reflected on the topic of formulating a strategic mindset around governance strategies and explained the model of Giotto’s “Autonomous Marketing Initiative” (AMI). The philosophy behind, as well as the strategic and tactical components of AMI, are summarized, mental frameworks on how to make decisions and formulate personal decision criteria are reflected. The video concludes with a discussion about how coalitions and opposition might form in the future.
  2. The Future of OpenGov presents a framework on how to evolve OpenGov. We introduce a differentiation of legislative (”What should we do?”, expressed as on-chain voting) and executive (”How do we do it?”, expressed by the implementation of funded participants) and flesh out how each existing and some future components of OpenGov can be considered under this view. We show how OpenGov as practiced today works and where participants can join the process. We introduce additional mental models that help participants understand Governance.

Leading Discussions

We pushed users to reflect on the presented materials in several discussions

  • We presented a semi-formal Governance Framework as Polkadot Forum post and pushed the discussion with a presentation on AAG.
  • To highlight how current discussions can lead to governance action, we opened the discussion on one of the main issues in the Polkadot ecosystem: Developer Experience must be our #1 priority is among the top engaged threads on Polkadot Forums. Strategically published before Sub0, it spawned many discussions on-site and led ecosystem agents to contribute to a shared list of perceived issues that can be picked up for future initiatives and bounties

Impact

  • We reflected on Giotto’s current governance discourse and embedded our educational materials into the conversation (example). The public discourse with Giotto (here) was interweaved with his formulation of the current expert groups.
  • The general direction in the written and video content provided governance participants with varying perspectives on the establishment of different coalitions and initiatives within the socio-political sphere of Polkadot OpenGov. We also think that the The Future of OpenGov in this proposal greatly helped the Polkadot community to understand the efforts of the Autonomous Marketing Initiative and enabled further community engagement around the ideas of reforming the marketing efforts of the Polkadot brand in general.
