Clean up undecodable storage entry

As a result of the removal of the `SudoBalances` proxy type from the runtime, a proxy was rendered undecodable before it was able to be migrated. This proposal cleans up the related storage entry, with more information about this issue avaliable here.
A seperate referendum is already up for voting by the Fellowship to whitelist this proposal's hash.

This is an undecodable storage key and should be deleted. Voting Aye.
It is important to do such cleanup operations on the network in an ongoing basis, as if a long time passes, no one will also remember why some stale data is still part of the state :)
Admittedly the state size of Polkadot is not a massive bottleneck now, but someday it will be.
Strong AYE, and I will also support DOT tips for community developers who help us solve similar issues that contribute to the cleanup of the system.
Possibly an ongoing bounty for anyone to find undecode-able or unreachable data in the state, and we pay them for the cleanup process in DOTs per kilobyte :)
