Building a Polkadot Hub for DevRels, Talent Pipeline and Potential Deal Flow for the Polkadot Ecosystem from the Philippines
The Blockchain Lead Organization & Knowledge Center also known as The BLOKC, under our legal entity name, The Blocklabs, Inc., is a social enterprise deeply rooted with SDG4 and SDG8, with over 80+ prominent and major University partners in the Philippines leveraging blockchain and emerging technology through education, training and certification since 2017 and have worked with various foundations such as NEM Foundation, Ethereum Foundation, Solana Foundation and Arbitrum Foundation. We've been in coordination and collaboration with the DOT PH Ambassadors, Parity Community Head for APAC as well as the Lead Program Manager since last year. We are the team that made Solana a huge success in the Philippines and we wanted to leverage this by introducing Polkadot and make it become top of the mind in building interoperable blockchain solutions. Our ultimate goal for this proposal is to establish a Polkadot Hub here in the Philippines which will eventually become autonomous and will have its own economy by localizing all the Polkadot ecosystem's efforts and bringing these resources to the Philippines, in exchange, we will be building a talent pipeline and potential deal flows in which the greater Polkadot ecosystem could tap and get access to. Before voters decide for this proposal, I'd like to break down some information that I gathered from this team and others' feedback through several conversations (including my call with this team).
1. They claimed that they worked with Parity, Polkadot Heroes Program, Head of APAC Community Manager on this initiative — which is not true, no member of the above teams confirmed, but tried to negotiate the price.
=> Then, who from Polkadot will work with them?
2. Initially they asked 75K DOT for 2 Years, after the call they claimed they will ask half of it for 1 year, now they asked 55k DOT for 1 years.
3. They claimed that they helped Solana and Arbitrum to gain projects onboard the ecosystem, I asked them can I see how many projects had already launched, they couldn't show me any project.
4. They are building a PH Developer Hub, but when I asked them if I can see some reports about developers in PH so we can know potential collab and outcome, they said there are VERY FEW Web 3.0 developers here and not too many people know RUST.
=> If you check the proposal, you will see they didn't attach any developer report and they claimed RUST developers there.
5. They mentioned that they just need 20% of the funding for operation, and 80% of funding will go for grant. I don't know if they are opened to do multisig wallet with some trusted Polkadot members or not, but seems like they don't have any commitment on funding allocation.
