With the introduction of the Core Fellowship pallet, each Fellow enrolled in the pallet must defend their rank periodically. This referendum approves all rank V and VI members (lower ranks can be approved by the Fellowship itself) at the same block number, to synchronize member defense periods.

Note to Fellows: You must `import` yourself into the Core Fellowship pallet for this call to have any affect.

The call is scheduled to enact on 5 February.
