Next revision of increasing nomination pool limits & commission

IMPORTANT: This proposal was not correctly set up for whitelist and will not successfully pass. Reopened at #55

Nomination pool usage is increasing, and nomination pool commission has now rolled out on Polkadot. This referendum changes the following nomination pool settings to account for this:

  • maxPools from 256 -> 512 (currently at 129 pools)
  • maxPoolMembers from 16,384 -> 49,152 (currently at >12,000 members)
  • globalMaxCommission from 0% -> 10%, enabling pool commission on Polkadot.

Is it correct to understand that the proposer wants the voters to reject?

Seeing the trend of votes it seems that people failed to get the message, maybe would it be helpful to make a bigger note in the Title instead?
