Financial Support for Polkadot Blockchain Academy (PBA).

I am Mario Andrade, a legal professional and self-taught smart contract developer, expanding my expertise in Rust and Substrate.
I am requesting financial support as I have been accepted into the Founders Track of the Polkadot Blockchain Academy (PBA) in Honk Kong, and I need assistance covering my travel expenses.

I am the proud founder of soft.law, a legaltech lab dedicated to create innovative solutions for the Polkadot ecosystem. As part of our initiatives, we have established rotamDAO a project that garnered recognition in the Polkadot Relayers Incubator organized by Angel Hack. This invaluable experience has inspired our team at soft.law to develop a pallet to provide developers within the ecosystem with legal validations for real-world assets. I am eager to present and refine this concept at the Polkadot Blockchain Academy, emphasizing the critical need for robust legal backing.
Funding Request:
Unfortunately, at this moment, I am unable to cover the expenses associated with attending the Polkadot Blockchain Academy in Hong Kong. Therefore, I am requesting 450 DOT, to cover round-trip plane tickets from Mexico and other associated expenses.

- Is it inappropriate to request these types of expenses from the treasury?
- Should I explore alternative funding sources?

I know Mario, Rotam is a project aiming to tokenize real world assets using a vast techstack of the parachain ecosystem, they are involved with Tanssi, KILT, and Moonbeam, and he's taking a big leap regarding adoption within the web3 tech ecosystem by updating their operations, development and suiting on regulations in his hometown. I met him a few months ago and he has been learning about Polkadot since we met, I can say that diversity within PBA is something that will help us to drive adoption, and I know that he's been doing his best for Rotam and Polkadot vision. If the community decides this is something the treasury can cover, I personally would prefer for something like this to be controlled by a curator, or PBA organiser that has access to information regarding students/participants on the programme, instead of participants coming and requesting: we dont know who the students/participants are and the selection process, we dont have a way to verify these are actually participants, and I don't think the organisers of the programme can share this information with the community. I also worry we will see an influx of these proposals in the same way we saw with marketing submissions, with no control and making it hard for voters to review all of them. A more structured pipeline for this might be suitable: including some sort of curation that decides on eligibility by those who run the programme.
