This is an OpenGov submission of [motion 420](https://polkadot.subsquare.io/council/motion/420) to help the Matrix.org foundation with upstream funding.  The motion was originally submitted by council member Wei after the launch of OpenGov which may have attributed to lower than expected council voter turnout.
