This Referendum cancels Referendum 211, which proposes to upgrade the Polkadot relay chain runtime to v1000000. However, the call for Ref 211 is incorrect, so I am proposing that it be cancelled so that people do not unnecessarily vote on it.

There is an issue with the upgrade call on Referendum 211, so even if it passes, it will not execute. Specifically, the weight is set too high, so it will never pass. A new runtime upgrade is in preparation.

This was discovered via the equivalent runtime upgrade, Ref 297, on Kusama failing. In the enactment block, however, the execution failed and the runtime did not upgrade - for details, you can see the event here.

Note - this proposal cancels 211, it does not kill it, i.e., it does not slash the submission or decision deposits.
