This retroactive proposal seeks support for three high-level Business Development activities executed by Angie and me in Venezuela (October 29-31, 2025), targeting key economic pillars: R4 Bank, EY Venezuela, and the Caracas Stock Exchange.

The initiative, undertaken just before a trip to Argentina, aimed to boost local cryptocurrency adoption, from payments to the development of Polkadot-based business solutions, such as asset tokenization and decentralized governance. It addressed Polkadot's lack of representation in corporate dialogues, provided qualified institutional leadership, and laid the groundwork for establishing Polkadot as the preferred Web3 infrastructure for Venezuelan businesses.

Below is a summary of the application:

Venezuela led the growth in blockchain adoption among SMEs in 2024 and ranked second in Latin America for crypto transactions, surpassed only by Brazil in 2025, according to Chainalysis ( https://www.chainalysis.com/blog/2025-global-crypto-adoption-index ). In this context, Polkadot's technology is generating great interest among companies that are constantly seeking to develop new digital products.

Venezuelan companies are accustomed to making payments in cryptocurrencies, but the main objective of the activities was to present Polkadot as a technology for developing applications or functionalities that can be incorporated into their products or corporate processes.

Day 1 – Private meeting: With Banco R4 ( https://r4conecta.io/ ), a bank focused on offering financing solutions to corporations, this meeting was held with the team that makes up the Bank's Board of Directors, where detailed explanations were given of the digital solutions available in Polkadot and the participants' questions were answered.

Day 2 – Private meeting: With EY Venezuela ( https://www.ey.com/es_ve ), a leading firm in Audit, Tax and Legal Services, Advisory and Transactions. This meeting took place at EY Venezuela's offices with the corporate agreements team, where Polkadot's differentiating factor as software for creating decentralized digital services was presented.

Day3 – Public session: With Caracas Stock Exchange (BVC) ( https://www.bolsadecaracas.com/ ), the leading organization for buying and selling shares of Venezuela's main private companies, a theoretical session and case studies of the Polkadot ecosystem and decentralized technologies were presented at its facilities.

Our Focus:

Our approach was strategically tailored to each of the three target institutions, recognizing that each represents a distinct but interconnected segment of the Venezuelan business ecosystem: capital, consulting, and the market.

Day 1 – Private Meeting with R4 Bank (Focus: Senior Management and Financial Strategy):

• Audience: Board members and leaders from Innovation and Corporate Finance.

• Focus: High-level institutional engagement. The objective was to position Polkadot as a trusted infrastructure for financial innovation. We focused on strategic conversations about how Polkadot's technology can solve specific industry problems: creating programmable guarantees to reduce credit risk, tokenizing debt or assets to originate new products, and interoperability to securely connect with other financial platforms.

• How we interacted: Through an executive presentation and an in-depth Q&A session, we translated Polkadot's technical benefits into tangible business advantages: cost efficiency, risk mitigation, and access to new capital markets.

Day 2 – Private Meeting with EY (Focus: Corporate Advisors and Regulatory Compliance):

• Audience: Partners and senior team members from the Legal/Tax and Technology departments.

• Focus: Positioning as an "auditable" and "compliant" technical standard. The focus was on addressing the core concerns of an advisory firm: transparency, compliance, and legal structuring. We presented Polkadot as a robust framework for developing verifiable corporate services, highlighting the chain's immutability and traceability for audits, and the potential of smart contracts to automate and enforce complex agreements transparently.

• How we interacted: The interaction was technical and professional, focused on practical use cases and answering specific questions about on-chain governance, identity standards, and the applicability of parachains for enterprise solutions. It was a peer-to-peer dialogue between experts.

Day 3 – Public Session at the Caracas Stock Exchange (Focus: Corporate Executives and Capital Markets):

• Audience: Corporate executives, analysts, and members of the local financial and technology community.

• Focus: High-profile education and evangelism on tokenization and market infrastructure. The goal was to instill the vision of Polkadot as the ideal neutral and interoperable platform for asset tokenization. The core message was Polkadot's ability to connect issuers, investors, custodians, and secondary markets in an open yet secure ecosystem.

• How we interacted: Through a theoretical session featuring ecosystem success stories, followed by a networking session. Qualified leads were generated by providing concrete answers about the initial steps for a pilot project, connecting attendees with ecosystem-specific documentation and technical teams.

● Simón León - ambassador of the previous Polkadot program. I´ve been involved with the Polkadot ecosystem since 2021. Throughout my career, I've led community initiatives, developer workshops, and project development at international companies.

● Angelica Graterol – senior ambassador of the previous Polkadot program, also an ambassador of H.E.R. Dao. working on other projects and communities where she also promote the use of Polkadot. Remained active from 2022 to date, managing the networks for Peru, participating as speaker at events, spaces, hackathons, conferences and more.
