We are canceling this upgrade after the Kusama incident. We will prepare a new version that includes the following improvements in dispute handling:

• on-chain disabling of validators that vote against Valid
• validator re-enabling

This is a referenda for upgrading Polkadot to v1.5.0. It contains the polkadot-sdk 2412-4 update which among other things includes full relay chain support for Elastic Scaling.
After this runtime upgrade is enacted, another referenda for enabling RFC103 on the Polkadot relay chain is required for Elastic Scaling to be live.
