<h1>Context of the proposal</h1>
<p>The Open Web Academy organization has carried out educational activities focused on the creation of new blockchain solutions that allow the ecosystem to grow.</p>
<p>Throughout the life of the organization, it has been noted for carrying out offline and in-person activities to increase blockchain software developers, through workshops, courses, hackathons and educational content. Open Web Academy has managed to incorporate more than 3K participants.</p>
<p>Open Web Academy is characterized by being a chain-agonistic organization, which has led us to experiment with protocols such as Ethereum, BNB Chain, ICP, Optimism, Arbitrum and Vara Network, as well as NEAR Protocol where we have had our greatest impact, generating educational plans directly for the NEAR foundation and the "NEAR Dev Hub" developer circle. <p>Research on the Efficiency of AI Models on the Polkadot Blockchain</p>
<p>Open Web Academy has established an agreement with the Center for Scientific Research and Higher Education of Ensenada (<a href="https://www.cicese.edu.mx/">CICESE</a>), one of the leading research centers in Mexico, to collaborate on the creation of educational content related to artificial intelligence and the development of scientific research in this field. As part of this alliance, the proposal includes the creation of a scientific paper titled "Computational Efficiency of AI Models on the Polkadot Blockchain", which aims to compare the execution of artificial intelligence models on and off the blockchain, evaluating costs and processing times.</p>
<p>Thanks to this collaboration, we have the participation of highly qualified experts and mentors, ensuring both the quality of the course and the rigor of the study, providing a practical and innovative approach to AI and blockchain.</p>

<p>The complex and ever-evolving nature of blockchains, particularly Polkadot, coupled with the lack of a standardized educational offering, makes it difficult for individuals to acquire an adequate level of competence in implementing and developing blockchain-based solutions.</p>
<p>This can lead to a gap between the growing demand for skilled professionals and the availability of qualified talent to meet this demand. This challenge is particularly acute in regions such as Latin America and Africa, where less than 30% of the population has access to advanced educational technologies or knowledge about technological development. The disparity in access exacerbates the digital divide, limiting the opportunities for people in these regions to engage in emerging fields such as blockchain.</p>
<p>Furthermore, according to GitHub, the global shortage of blockchain developers highlights the scale of the problem, with only 25,000 active monthly developers working on blockchain technologies by 2024. These barriers emphasize the urgency of creating accessible and standardized educational programs to empower people around the world to contribute to and benefit from the blockchain revolution.</p>

<p>Polkadot Certified Developer (PCD), is a 5-day virtual educational program that teaches internal and external developers in the Polkadot ecosystem how to develop smart contracts for a Polkadot parachain.</p>

Propose and approve a spend of treasury funds.

## Dispatch Origin

Must be [`Config::SpendOrigin`] with the `Success` value being at least
`amount` of `asset_kind` in the native asset. The amount of `asset_kind` is converted
for assertion using the [`Config::BalanceConverter`].

## Details

Create an approved spend for transferring a specific `amount` of `asset_kind` to a
designated beneficiary. The spend must be claimed using the `payout` dispatchable within
the [`Config::PayoutPeriod`].

### Parameters
- `asset_kind`: An indicator of the specific asset class to be spent.
- `amount`: The amount to be transferred from the treasury to the `beneficiary`.
- `beneficiary`: The beneficiary of the spend.
- `valid_from`: The block number from which the spend can be claimed. It can refer to
  the past if the resulting spend has not yet expired according to the
  [`Config::PayoutPeriod`]. If `None`, the spend can be claimed immediately after
  approval.
