Re-propose curator for the Moderation team bounty
The referendum aims to re-propose the curator for the mod team bounty. This is necessary since the bounty wasn't extended before expiry and someone already unassigned curator

Just like it was, the curator account is a pure proxy account controlled by a 2/3 multisig account
Note: The curator account is the same as it was before. just that we didn't extend the bounty before expiry, and someone made the unassign curator call which warranted that we re-propose curator via OpenGov.
