The referendum aims to re-propose the curator for the mod team bounty. This is necessary since the bounty wasn't extended before expiry and someone already `unassigned` curator

Just like it was, the curator account is a pure proxy account controlled by a 2/3 multisig account

**Note: The curator account is the same as it was before. just that we didn't extend the bounty before expiry, and someone made the `unassign curator` call which warranted that we re-propose curator via OpenGov.**
