Encointer Treasury Proposal (budget halving)

In our recent referendum 33, DOT holders decided against funding Encointer’s current burn rate of 100kCHF/mt (1.5% of current treasury influx). Nevertheless, Encointer is deemed a valuable common good for the Dotsama ecosystem by many reputable individuals and projects in the Dotsama ecosystem. 

With this adapted proposal we are budgeting with a 50% lower burn rate and aim to still achieve valuable goals similar to the ones described in the previous proposal on a relaxed timescale.

This proposal to the Polkadot Treasury shall cover our expenses for Sep-Dec 2023 (4mt)

The amount of the proposed spend is **CHF 238’000 = USD 270’606 = 59'895 DOT

Summary of Planned Actions

  1. Rampdown to half budget
  2. Experiment with more scalable approaches within the personhood trilemma design space, leveraging the primitives we already built
  3. Field test the new Encointer Faucet as additional benefit of participation and onramp to KSM
  4. Integrations with KILT, Polkassembly and possibly others

  • Encointer is here to stay! Our mission is too important to just give up.
  • Encointer will ramp down its spending Growth of pioneer community, global expansion and technical innovations will inevitably slow down.
  • A survival roadmap shall keep the network operational for as long as possible until new funding is available.
  • Current estimation predicts the network to go offline due to lack of funds to pay for minimal infrastructure no earlier than Dec 2024 (assuming pro bono maintenance work during survival phase)

Our concrete suggestion for the new target burn rate is 50k$/mt

There's no free lunch! Halving our burn rate will impact the timeline of our roadmap as well as the number of topics we can push forward in parallel. Stay tuned for a tentative roadmap based on the 50k$/mt budget

With the backdrop of the dystopian implementation of retinal scanning proof of personhood, projects like Encointer brings back "humanity" to the space. As a common good, it is unfortunate that funding for these utilities is neglected without the promise of profit or depraved ROI. As far as I can tell, real-world applications are already live thanks to Encointer, which is more than can be said for many other projects with much higher funding. After meeting Malik from Encointer in the Polkadot Safari and witnessing the support that, despite the financial situation, the team is happy to provide to help empower and bring communities together, it reflects what Web3 should be. I support Encointer and their proposal and hope they can continue building and demonstrating that predatory profit is not the status quo, and there is still some space for the real "common good."

@wrrichter Thank you for your words of support. We have received many messages already from different individuals assuring their support. Encointer offers a real alternative to biometric proof of personhood is already delivering real live value.
