Proposal: Meetups Bounty #43 top-up & changes

Greetings, Polkadot fam.
We are requesting the top-up of our Meetups Bounty #43. We would also like to implement what we learned in the first half-year of our existence. Small meetups strengthen the Polkadot ecosystem and help spread awareness. With a low budget, these meetups can make a significant impact by bringing people together to learn, connect, and grow the Polkadot community—especially in areas that aren’t yet that active. This additional funding will help us reach more regions and support organizers in sharing knowledge about Polkadot.
Besides that, we are proposing a few changes to the bounty, such as changes in rewards for meetup organizers and curators and planned campaigns. We also took time as curators to go through the Bounty Compliance Standards that Tommi recently proposed. We will update our public documents and improve reporting to achieve even deeper transparency.

We successfully hosted our Rust Programming workshop in the Philippines, supported by Polkadot and Openguild, thanks to the generous funding of this proposal and community backing.
As one of the organizers, I had the opportunity to speak at the event, where over 50 developers joined us to learn about Polkadot and Substrate.
We see great potential in scaling these efforts and reaching more communities through in-person workshops, hackathons, and bootcamps, fostering a growing pool of Polkadot developers and contributors.
Though I started only a few months ago, I am a firm believer in the power of education and empowerment through meetups, workshops, and similar initiatives.
These efforts will cultivate new builders, and from them, innovative products will emerge within the Polkadot ecosystem. I hope this proposal receives approval to continue supporting these valuable community efforts.

Thanks to the Meetup Bounty, we've been able to organize some great meetups with builders in Vietnam. Hopefully, they'll have the funds to run more campaigns in the future 🔥
