[Whitelisted Caller] Upgrade Polkadot to v1.3.3
This referendum upgrades the Polkadot Relay and all System Parachains to Fellowship release v1.3.3. The full changelog can be found on the v1.3.3 release page.
Key additions include:
- The capabilities for making the current inflation formula adjustable - this does not change anything yet, but allows the inflation formula to be adjusted by governance
- Fix an issue from the initial Coretime migration, where the end timeslices of leases were incorrect
- Restore corrupted staking ledgers
- Allow signed origins to send arbitrary XCMs from the Relay Chain, Asset Hub and the People Chain
- Allow Polkadot, Kusama and Ethereum assets across P<>K bridge
Due to the time sensitive nature of the coretime migration, this should pass within the next 12 days and thus the enactment time is set for this block around 8am UTC on 15th October.
