General

Propose and approve a spend of treasury funds.

## Dispatch Origin

Must be [`Config::SpendOrigin`] with the `Success` value being at least `amount`.

### Details
NOTE: For record-keeping purposes, the proposer is deemed to be equivalent to the
beneficiary.

### Parameters
