PolkaWorld Ops and Maintenance proposal：2023.9 - 2023.11

This is PolkaWorld's follow-up proposal for applying for community operation costs for the next three months. This also marks PolkaWorld's second treasury proposal since Polkadot launched OpenGov. We accomplished fantastic work in June and July, you can check our previous monthly summaries, and the August summary will be out at the end of the month!
If you're unfamiliar with what PolkaWorld is doing, let me give you a brief introduction. Founded in June 2019, PolkaWorld has been around for four years now (we proudly say that no blockchain community in China has been operating this long, except for Ethereum). In the first two years, we collaborated with the Web3 Foundation to establish Polkadot's Chinese community. Later, we formed an open social contract with Polkadot's treasury to continue contributing to Polkadot's Asian community education.
In a nutshell, PolkaWorld focuses on various content formats. You'll find us publishing Polkadot-related articles daily, hosting online livestreams weekly, and meeting community members in person monthly. No matter whether the market is bullish or bearish, we consistently advocate for Polkadot. Here are some past statistics that might help you understand us better. In 2022, we carried out the following tasks：
- published a total of 576 articles and received 412,000 views in the WeChat ecosystem in 2022
- hosted 42 online broadcasts on Wechat Channel and 21,551 people joined us
- made 35 educational videos, got 28,759 views on Wechat Channel and YouTube channel
- interview with 23 teams in the Polkadot ecosystem, all are posted on our YouTube channel
- hosted 14 online meetups and 8,348 people joined us online

Hi PolkaWorld,
Have you had any conversations with Parity’s marketing team around contracting directly with them? This does feel like an extension of work that Parity's marketing team is conducting.
Alternatively, have you thought about how to get to a more sustainable financing model? It is not our belief that the treasury should be used to support teams in perpetuity.
Is there a reason you don’t go to the events bounty to cover the funding for running meetups and other events?

PolkaWorld is one of the earliest Polkadot focused media and have done an outstanding job to establish Chinese community for Polkadot. PolkaWorld have contributed significantly to Polkadot's awareness in the Chinese community. It won't the same without PolkaWorld.
I urge everyone to support PolkaWorld to allow them to continue to deliver high quality contents and host events. Your support will ensure the ongoing growth and excellence of the Polkadot community.
Besides, while there is event bounty, that should not be a reason to reject proposals. Event bounty suppose to help event hosts, not to gate them. Otherwise it is an act of centralizations.
