This referendum upgrades the Polkadot Relay, Asset Hub, Bridge Hub and People Chain to v1.3.0. The Collectives chain is upgraded directly to 1.3.1 to fix an issue with transaction payments. Find out more in the release notes of v1.3.0 and v1.3.1

With the Polkadot Relay chain's upgrade, we also migrate the system to Agile Coretime. The Coretime Chain was registered in referendum 1107. This referendum is step two of three of the migration to Agile Coretime and does not start the sales on the Coretime Chain, this will happen in the third referendum.
