Why not instead allocate parts of the budget to help draft legal documents that can be used as Safe Harbour Agreements by all polkadot projects? If you want to host war games or private bug bounties with preconfigured environments or forked versions of polkadot to a limited number of people, anyone can do this you do not need third parties to do this. Bounty 22 needs to attract talented information security researchers, bug crowd and other bug bounty platforms do this by allocating large chunks for marketing, is Bounty 22 being actively promoted? Extra: Do you think this bounty could be connected to public bug bounty boards/sites such as immunify(https://immunefi.com/)?
