Can we please start to offer voting incentives from the treasury to try and get more to turn out? Also not being able to vote a staked bag is unacceptable. Thanks.

It is definitely possible to vote with staked funds: "While a token is locked, you can still use it for voting and staking; you are only prohibited from transferring these tokens to another account" - https://wiki.polkadot.network/docs/learn-governance#referenda
