There are few low quality treasury tip requests and currently council just tip 0 value to get rid of them. We should increase tip deposit so it is more costly to making a tip request.

Combined with slash bad tip, should help reduce number of low quality tips.

- Some people are making low quality requests for money from the treasury.
- The council is currently giving these requests a value of 0 to get rid of them.
- It is suggested to increase the cost of making a request for money from the treasury.
