Social Contract between Polkassembly and Polkadot Treasury

Polkassembly is an integral part of polkadot and kusama governance. This submission proposes a recurring payment (quarterly) to cover maintenance, operations and human resource costs for Polkassembly, including general maintenance, runtime upgrades changes and could/infrastructure cost. Since Polkassembly supports both Kusama and Polkadot Networks, this maintenance proposal will alternate networks for submission every three months. This submission covers costs for July, August, September of 2021. We are requesting the Polkadot treasury to provide funds this time.

Something I would suggest/ask about: I personally don't know about how many people are asking for it, but my observation is that posts going unfilled due to the fact that the post-maker is using a multisig or proxy onchain is a very common problem compared to using a hardware wallet - in the first place, people are unlikely to make proposals and participate in governance using a hardware wallet... *maybe* they *receive* funds to one.

Those 2 are not dependent on Polkassembly. With the current state of things, the only main hardware wallet supported by the Polkadot-js extension is Ledger, and Ledger itself doesn't support arbitrary message signing, so there's not much you can do on the Polkassembly side.
The second point is also already taken care of thanks to PRs I made on the extension Stylo (v0.7.0) and Signer. The extension will get a release in a matter of days with this new addition, Stylo was released and Signer may take a while.
