Treasury proposal: The June/July/August operating cost for the nonprofit organization Polkadot Ecology Research Institute
The proposal aims to seek support from the Polkadot Treasury for the June/July/August operating cost for the Chinese non-profit organization Polkadot Ecology Research Institute, in order to create more original and quality Chinese content, and to relay the otherwise boring technical language to Chinese users in a colloquial way, so that Chinese users can have a real knowledge of Polkadot and increase the breadth of Polkadot in the Chinese market. On the other hand, we will also follow up on the outstanding projects of the Polkadot ecology to keep everyone informed of the latest developments of the Polkadot ecology.
Polkadot's success cannot be separated from the prosperity of the Polkadot Ecological Projects. Our goal is to make more people aware of Polkadot and also to make more people aware of the development of Polkadot ecology, which in turn will lead them to join in the participation and construction of Polkadot ecology, so that Polkadot and Polkadot ecology can flourish.
So this is a proposal for our three months operation cost. We apply approx 1,883.18 DOT total allocation for June, July, August depending on EMA(30) AVG rate(DOT = 22.90 USDT) here and you can get all details here

@polkadot.eri thank you for posting this! there seems to be quite a big difference between the monthly budget for April compared to the monthly budget for the new proposal: could you specify why the increase in costs? Thanks!

Below is an explanation of why some of the extra costs are incurred in this treasury application. The main factors include the appreciation of the RMB, increased recruitment costs and the addition of a full-time researcher (note: all our expenses will eventually be converted to RMB for use).
Firstly, when we submitted our last treasury application on the 18th of March, the DOT price was $35, which we used to calculate the cost, and we ended up with 260 DOTs for the treasury application, i.e. a value of USD 9,100. And at the time USD/CNY was 6.6, which translates to CNY 60,060/month. This time when we submitted our application we requested USD 14375 per month and USD/CNY was 6.35 (there was a difference of almost 4% in USD/CNY). Therefore, if the RMB had not appreciated, the USD requested would have been USD 13830.5, which would have been about 4% less than the current amount.
Secondly, the cost of our previous application included a full-time researcher, full-time designer, full-time content operation manager(content editor who also acts as an operator) and full-time community manager, but in the actual recruitment, we underestimated the recruitment cost and difficulty of recruitment in the blockchain industry, and the actual cost was quite higher, especially for the content operation manager and community manager, which basically cost over RMB10,000/month in the industry, and it took us quite a long time to recruit the right talents.
In addition, we have tried out some new content in the past two months and found that it has received a lot of attention. The feedback has been very positive, not only from organisations within the blockchain ecology and Polkadot ecology but also from the many users who follow the Polkadot ecology. As a result, we have added a full time researcher to keep this new content going in the long term as well as producing better quality original content, hence the cost of one more person on the list.
While we do have an increase in costs, we are keeping our manpower expenses within reason. And the additional costs have allowed us to produce more original reports and in-depth content (from 4 articles per month, we now need to produce 19 articles and at least 22 dailies per month). And the increased staff has allowed us to do more new sections such as Polkadot knowledge cards and Polkadot ecology dailies. Because the cost has been sufficient we have been able to spend more time and money on offline events in order to spread Polkadot knowledge and establish partnerships with other organisations in the industry.
Finally, we apologise for the inconvenience caused by not stating the exact cost addition in the application.
