Schedule increase validator count

With transfer enabled, more people will be able to setup validators. Should we have schedule periodic validator count increase similar to what we have on Kusama? Something like increase 2 validator per day for next 300 days. And we should fast track this so it can happen sooner rather wait for few months.

Something to consider is that if we increase the validator count too fast and recklessly then the security of the system is affected. This is because every time we increase the count we will probably add validators with very low stake backing, as nominators tend to nominate only validators that are active in the current era. In order not to end up with a long tail of validators having little stake backing, after each increase in the count we need to wait a few days for nominators to react and give more backing to the new validators. Having a long tail of validators with low stake backing is a security concern as this group of validators has little skin in the game and may be bought by an attacker for cheap.
