Opt-In Tip for DV Cohort 2
tl;dr
This proposal seeks to tip the members of Cohort 2 for their contributions during the term. We propose a total tip of up to 2,500 DOT for DVs proposal to their contributions, equating to approximately 833.33 DOT per month.

After border feedback and individual considerations, we considered putting separate tip proposals for DVs who opted in. Unfortunately, we weren't able to find a perfect formula that would capture all the delegates' contributions.

Motivation
Cohort 2 of the Web3 Foundation's Decentralized Voices (DV) program consisted of 10 dedicated participants who actively voted on proposals and provided valuable feedback. Participants like Saxemberg and Lucky Friday Labs went above and beyond, engaging with proposers to help refine and improve their submissions. Given the volume of proposals submitted via OpenGov during this time, these efforts demanded additional time and resources.
To recognise and reward these meaningful contributions, we propose retroactively compensating Cohort 2 members, which would foster continued community engagement and support.
The proposed tip is a maximum of 2,500 DOT, approximately 833.33 DOT per month. However, the tip amount should reflect individual contributions during the DV period.
Why OptIn?
Participation levels during the period varied significantly. For example, Chaos DAO maintained over 95% voting participation across multiple tracks, while other members participated less frequently or barely voted on proposals.

Hi as DV from cohort 2 i think that it´s a hihg amount if we compared with the current payment for cohort 3 which is one month less of work, Kusama is not included and there is a big difference between the votes of each delegate, I propose that the reward be lower, perhaps 1500 and that it be staggered based on the votes. If this referendum does not come to light I would not mind but I think there is a big difference between the activity of the DV, anyway thanks for the initiative
We didn't know about this retroactive payment and we were contacted by DAOplomats so that we can participate in this retroactive referendum. We recently we have changed our mind about DV payments as OpenGov progresses, because actual costs have been incurred so we are able to support certain referenda effectively.

Expected fare tip in DOT
We prefer propotional to alll opt-in participants. We would this use to tip our Chinese and Spanish speaking analysts that had more referenda content to analyze than originally intended, who are the ones that provide some services externally (Not Saxemberg employees) as well as our crypto expert who had to analyze quite complex proposals. It will be helpful to retain this talent on our side.
