Lack of accountability

Would it be time to introduce a milestones based release of funds? Coming from highly structured Project Catalyst, for me it is unfathomable that the proposers get all their requested funds at once. Sure, if they don't deliver they lose their reputation but it is the common treasury that takes the hit.
