Ambassador program 2.0: rebuilding from scratch the ambassador program

The purpose of this referendum is to prevent the integration of the ambassador collective onchain. The idea is to completely restructure the ambassador program with proper incentives. Almost everyone agrees that the program is a failure and is completely ineffective. Funding something ineffective will make it even more ineffective. It has to be completely restructed first. I don't understand the point of this. It needs a root-referendum to go on-chain. If you don't want that referendum to pass, then vote/advocate against it if/when it comes up. This is like, "let's have a referendum to keep the status quo." Passing this referendum seems completely meaningless and a waste of the opportunity cost of a 100k decision deposit. If you think the program is ineffective and/or needs restructuring, then help restructure it or propose alternatives.

I thought it would just be bundled into the runtime upgrade together with many other features and so could end up passing as a "bundle". It may be a lot more difficult to make the full runtime update not pass if it contains other important changes. So my idea was to ensure that this was not included in the runtime update. Please correct me if I'm wrong
We agreed to propose to restructure on the Telegram group, but this needs to be confirmed first of all by the Polkadot community and also the Ambassadors.
Saying the "the program is a failure" feels very exaggerated, so please have a look at some of the contributions of Senior and Head Ambassadors here:
