Summary:
On February 6th, 2023, two earthquakes hit Pazarcik and Elbistan in Kahramanmaras, Turkey, leading to over 50,000 deaths and leaving 1.5 million people homeless. This was the deadliest earthquake worldwide since the 2010 Haiti earthquake.
It is also proving to be one of the first major examples of blockchains and their tokens being used to directly offer humanitarian assistance.
So far over $12.5 million in donations have been made from blockchain protocols, treasuries, exchanges and donors.
This proposal provides a tangible and transparent way for the Polkadot community to contribute to a long-term project that will help people recover from this terrible disaster.
Ihtiyacharitası (NeedsMap.coop) is one of Turkey's most reliable non-governmental organizations and has been at the forefront of search and rescue efforts in recent weeks. They are now beginning to construct a series of villages built from repurposed shipping containers across the affected region. These villages will provide much needed housing, social and psychological care for those affected by the earthquake.
This proposal would allow the Polkadot community to build a neighbourhood in one of these villages. This neighbourhood would consist of around 100 containers (households) and house approximately 400 - 450 people over an area of 6900m2.
As it is usual for such temporary post-earthquake housing to be necessary for at least two years - this proposal also budgets to support the maintenance and social program for this neighbourhood for 24 months.
In effect we will be using DOT to give a two-year lifeline to hundreds of people to rebuild their lives.
All of NeedsMap’s transactions regarding support they receive are audited on a daily basis by Mazars, an independent audit, tax and accounting company. In addition, every spend from their DOT beneficiary address will be invoiced for, and these invoices will be made available to the Polkadot community in 3 milestone reports over the duration of the project.

Q: Can you please provide a working link to these organisations' websites and social media accounts? What is the actual role of Key Pictures in this project? Also, please add an on-chain identity to the beneficiary account for verification purposes.

Ihtiyacharitası (NeedsMap)(https://www.ihtiyacharitasi.org / https://www.needsmap.coop), is a peer-to-peer social co-operative that matches people’s needs with those prepared to supply them. It has become one of Turkey's most reliable non-governmental organizations and has been at the forefront of search and rescue efforts in recent weeks. It is now beginning a new initiative to build three ‘Life Centers’ across the affected region - Each village will consist of different ‘neighborgoods’ built from repurposed shipping containers providing housing, health centers and schools for those affected by the earthquake. Q: This is obviously a new initiative that has emerged within the past 4 weeks. Are there agreements in place with local authorities and the Turkish government regarding the purchasing/use of lands and the availability of/access to sanitation systems for the purpose of these "Life Centers"? If so, can you provide links to the related documentation?
From previous experience of earthquake recovery in Turkey it is estimated such temporary housing is necessary for at least two years - as such we are also budgeting to support the maintenance and social program for this neighborhood for 24 months.
Q: What will this social program entail on a weekly/monthly basis? How many hours are dedicated to this program? How many staff/volunteers/psychologists/teachers? Will team members/volunteers/staff reside on site? If so, how many of the 100 newly-built houses will be allocated to them?
The total budget of 1,081,000.00 USD will be calculated using the EMA7 rate by Subscan on the day of submission. Given the amount expected, this will be submitted to be voted by the community in referenda queue.
Q: Are you aware of Democracy procedures on Polkadot network regarding voting period and enactment times? These can delay disbursement of funds to projects by 30+ days.
Due to the immediate need for the funds we are requesting a large primary payment of 925,000.00 USD to cover the cost of building the village (items 1 - 4).
Q: Can you provide more information about the admin teams, building contractors, and land registries/government authorities overseeing the realisation of this project?
