Bounty Proposal: Polkadot Education Bounty
On behalf of the Polkadot Blockchain Academy team I am posting a bounty proposal as outlined in the document shared below;

Some context; up until this point the treasury has funded various educational programs aimed at speeding the adoption of our technology, however, funding has been directed at creating and hosting the programs and has left participants to cover their own costs of attendance/participation. This limits the ability of some talented individuals who happen to live in socio-economically disadvantaged circumstances to participate in such events, which in turn stifles creation and adoption of the Polkadot ecosystem.
We are proposing an initial bounty of $375k to fund participants of the Polkadot Blockchain Academy, focusing on providing assistance for those who without it, wouldn't be able to attend.

Polkadot Blockchain Academy is much needed program for the ecosystem and I fully agree it needs to be funded by the treasury. The travel considerations have a solid ground and I agree that extra costs should also be covered. Also a big plus for a quarterly plans/budget that gives extra space to revisit and rebalance the program if needed. I believe this is a long-term program so having some kind of Quarterly report would be really great to observe how program evolves over the time, i.e. attendance, number of applicants, some basic demographic info on participants, ecosystem retain rate, hours per student,... Is there any feedback/post related to the Academy program that was held this summer?
Thanks for your thoughts, here's a section of a Forum post which will be going out about the Academy shortly; 'The first wave of the Polkadot Blockchain Academy collected around 560 applications and produced 55 students who came together from across the globe. We had a total of 38 external students (i.e. outside of the Polkadot ecosystem), 10 students came from active parachain teams and 7 were Parity employees. The experience of the students ranged from 1st year computer science students to senior software developers with 20+ years of experience in Web2. Out of the 55 students, we had 37 successful graduates; 24 external, 7 Parachain & 6 Parity employees. Of the 24 external students, at least 15 were offered jobs in the Polkadot Ecosystem. We fully believe that more will find their way into the ecosystem as time progresses, part of our role as the Academy is to help Alumni with introductions to ecosystem teams at any point in the future. Overall the student feedback was overwhelmingly positive and the overall Net Promoter Score amounted to 74. Students rated the academy 8.3 out of 10 in terms of how it met overall expectations.' We have comprehensive demographical data for cohort 1 which I will share here asap, below is some cohort 2 data from the same incoming forum post as the previous quote; 'Overall the application process was open from 13 October to 11 November, and we collected 787 applications, out of which 204 candidates were invited to the interviews, 145 interviews were conducted, 129 invited to the rust exam, 93 offers made and 79 students confirmed, and 6 candidates are in the waiting list. The profile of selected students is as follows: LATAM - 39,7% North America - 10,3% Europe - 30,9% Asia - 14,7% Africa - 4,4%' Hopefully this sheds some light on the work we have been doing to date?
