This proposal aims to upgrade both Polkadot’s and Statemint’s runtimes to [v9291](https://github.com/paritytech/polkadot/releases/tag/v0.9.29) and [v9290](https://github.com/paritytech/cumulus/releases/tag/parachains-v9290) respectively. For this, the proposal includes a batch call including both runtime upgrade proposals.

an external referendum.

The dispatch of this call must be `ExternalMajorityOrigin`.
