The [v9270 runtime](https://github.com/paritytech/cumulus/releases/tag/parachains-v9270) is based on the same release as the Polkadot/Kusama v9270 runtimes. For both Statemint and Statemine, this release introduces the ability to buy and sell NFTs in the Uniques pallet, introduced in [this PR](https://github.com/paritytech/substrate/pull/11398). For Statemine only, this release also allows the use of sufficient assets to pay [XCM fees](https://github.com/paritytech/cumulus/pull/1278). This feature will run on Statemine before making its way to Statemint; Statemint does not have any assets deemed sufficient yet, so not having it there will not affect current interactions.

Schedule a majority-carries referendum to be tabled next once it is legal to schedule
an external referendum.

The dispatch of this call must be `ExternalMajorityOrigin`.

- `proposal_hash`: The preimage hash of the proposal.

Unlike `external_propose`, blacklisting has no effect on this and it may replace a
pre-scheduled `external_propose` call.

Weight: `O(1)`

- The v9270 runtime is a new release for Polkadot/Kusama.
- It allows buying and selling NFTs in the Uniques pallet.
- Statemine can use assets to pay XCM fees, but Statemint cannot yet.
- This feature will be available on Statemine first and then on Statemint later.
- The release does not affect current interactions on Statemint.
